Dear Mr. Frazier:

On behalf of the State of Oregon, I request that a scoping meeting for the Global Nuclear Energy Partnership (GNEP) be conducted in either Hood River or Portland, Oregon. Potential new missions involving Hanford facilities or the Hanford Site are bound to have an impact on Hanford cleanup as well as result in increased transport of radioactive materials through the State of Oregon. Oregon and its residents have been impacted by past activities at the Hanford Site and we have been working with the U.S. Department of Energy, its regulators, and many others for more than 20 years to achieve a safe and comprehensive cleanup of the site.

A sole scoping meeting in Pasco does not offer downriver residents an appropriate opportunity to find out about the Tri-Cities GNEP proposal and its potential impacts at Hanford. Nor does it allow an appropriate opportunity to provide input on the Programmatic Environmental Impact Statement. Therefore, I request that a scoping meeting be conducted in Oregon.

I look forward to your response.

Sincerely,

Ken Niles
Assistant Director
